Public Priorities

Conserving the public expenditure of resources, and preserving the railroads’ assets, current use, current operating speeds and capacity, and future use of the right-of-way in a safe manner are our primary objectives.

Project Management, Design, Plan Review, and Construction Phase Engineering

Public Project stakeholders and sponsors include state DOTs, county road departments, local agencies, third party utility companies, private developers, industries and private landowners.  

Crouch Engineering has served as the project manager on hundreds of DOT funded public projects.  Our work on public projects typically include the following:

 

  • Project Management Based on Long-Term Relationships, Strong Communication, and Consistency in Points of Contact

  • Administrative Record Keeping, Reporting, Invoicing and Documentation

  • Compliance with Railroad Specific Standards and Procedures

  • Conformance to DOT and Other Agency Project Requirements

  • Plan Review, Including Design Review, Drainage, Grading, and Review of Other Data

  • Verify and Document Installed Components, and Billing Accuracy

  • Efficiently Schedule Site Visits and Project Construction Observation for Projects

  • Coordination of Utilities and Utility Relocations

  • Coordinate Submissions and Requests for Information

  • Project Documentation (Plans, Photos, Test Documents, etc.)

  • Project Close-Out Documentation

  • Coordination with Public Agencies

  • Maintain a Project Status Report

Crouch Engineering typically works as the agency’s engineer, or as the liaison for railroads, and represents the client’s interests in minimizing impacts to operations, while preserving the integrity and functionality of the railroad assets.  Conserving the public expenditure of resources, and preserving the railroads’ assets, current use, current operating speeds and capacity, and future use of the right-of-way in a safe manner are our primary objectives. 

 

In some cases, Crouch Engineering is the project designer and project manager, performing the surveying, design, permitting, bid phase, and construction engineering services.  In other cases, Crouch Engineering is the manager of the public project tasks, including plan review, coordination with railroad and public officials, and construction observation.
